Flashing envelope / private message symbol?

Hi

Can somebody tell me why the little envelope symbol flashes on some threads but not on others. Also, why are some different colours? Sorry if this seems a thick question but I can't work it out.

Hi Sue

If you see a red envelope it means there is a new post since your last visit on that board. If the envelopes are flashing green they are the most active posts, those that are static green are less active.
